Melt 1 tbsp. margarine in a small pan. Add the onions and cook until translucent. Add the garlic and cook another minute or so. Season with salt and pepper to taste. Add the wine and reduce until mostly absorbed. Remove from heat. In a large saucepan, melt remaining 2 tbsp. margarine. Add the flour, stir, and cook for about 3 minutes. Add the rice milk very slowly, stirring constantly. Mix in onion/garlic mixture. Serve on top of chicken, rice, or dinner biscuits.

You cannot even tell this does not have dairy. The rice milk gives this gravy sauce a nice sweetness to it.
